# Southlake Window Replacement Permits and Photo Inspections

The City of Southlake's residential guidelines say window replacement does require a permit. Its inspections page lets contractors document some jobs by PDF photos, and for windows it asks for an overall photo of the house plus photos of each elevation with replaced windows. The city names the 2021 energy code.

## Does window replacement need a permit in Southlake?

Yes. The City of Southlake’s residential guidelines state it directly: “Window replacement does require a permit.” The same sheet says remodels need a permit, with exceptions for foundation repair, flooring, cabinets and similar finish work. This post reads those pages as of November 2026.

Rules change, though. Confirm with Southlake Building Inspections at 1400 Main St., Ste. 250, or call (817) 748-8236, the number printed on the guidelines dated February 2026.

## What do the guidelines say about the contractor?

The general contractor must be registered with the city before the permit application. The guidelines say registration is done online by applying for a general contractor license, with a fee of $100. Permits are multi-trade, and the subcontractors listed must be registered. There is no fee for state license holder registration.

Ask any bidder for their Southlake registration before you sign. Also ask who will apply for the permit and when.

## How do Southlake photo inspections work?

For some residential jobs, Southlake lets the contractor, installer or permit holder document work with PDF photos instead of a visit. The city’s page says these inspections can occur by photo documentation “in PDF format only,” and asks for a photo of the house address.

For window replacement, the city asks for one set: an overall photo of the house, and photos of each elevation that has windows that were replaced. An elevation is one side of the house, such as the front or the east side.

Job type on the city’s list

What the city asks for in photos

Window replacement

Overall photo of the house; photos of each elevation with replaced windows

Re-roof

Overall roof from ground level on all elevations; vent terminations; vent clearances

Water heater

Overall photo of the unit and clearances; vent and gas connections

HVAC replacements

Units inside and outside; equipment nameplate; breakers; electric connection

The table only compares the city’s own list. Each job has its own rows on the city page. We include the non-window rows to show how short the window list is.

### How should you prepare the photos?

Take the photos as the crew works, not after. A simple plan:

1. Photograph the house address number.
2. Shoot a wide view of each elevation that gets new windows.
3. Save everything as one PDF, since the city says PDF only.
4. Keep the original files and the permit number with the PDF.

Ask Building Inspections whether your job qualifies for photo inspection. The city’s page says “can occur,” which is not a promise for every job.

## What energy code does Southlake name?

Southlake’s guidelines list the 2021 International Energy Conservation Code under Ordinance 1247, and the 2021 International Residential Code with amendments under Ordinance 1252. The IECC sets minimum energy rules for the building shell, including windows and doors.

For a comparison with other cities, read our post on [DFW energy codes and new windows](https://honeyrock.multisites.ai/blog/dfw-energy-codes-and-new-windows). To compare two window numbers, see the glossary entries for [U-factor](https://honeyrock.multisites.ai/glossary/u-factor) and [SHGC](https://honeyrock.multisites.ai/glossary/shgc). Our guide to [SHGC and U-factor for Texas](https://honeyrock.multisites.ai/guides/shgc-and-u-factor-for-texas) shows how to read them on a label.

We did not find a Southlake window-specific historic or design rule on the pages we read. That is not proof none exists.

## Do HOA or deed rules matter in Southlake?

They matter, and the city does not enforce them. Southlake’s guidelines say deed restrictions and homeowner association regulations are “a private agreement between property owners,” that the city is not a party to them, and that each owner must comply. Projects in the Carillon need an approval stamp from the Carillon HOA before permit submittal.

Ask your HOA about window color, grid pattern and frame material before you order. A custom unit is hard to return.

## What should you ask a window company before you order?

Ask about scope, schedule and who handles the permit. Our short list:

- Who applies for the permit, and who is registered with the city?
- What is the product’s published lead time? Ask the maker, since makers set it.
- Who removes old units and repairs the opening?
- What documents will you give the city?

Honey Rock works with Jada, Bertrand and Sun Windows. We describe our work as running “From the initial design process to the final installation.” We do not state which brand we install in which city. See our [Southlake area page](https://honeyrock.multisites.ai/areas/southlake) and the page on [window replacement in Dallas](https://honeyrock.multisites.ai/window-replacement-dallas) for the general approach.

If you are unsure what size to order, read our post on [rough opening vs frame size](https://honeyrock.multisites.ai/blog/rough-opening-vs-frame-size). The [rough opening](https://honeyrock.multisites.ai/glossary/rough-opening) is the framed hole, and getting it right affects the photo set the city wants.

## What is a sensible order of steps?

Check the rules first, order second. Here is a plain sequence for a Southlake window job:

1. Confirm the permit rule with Building Inspections.
2. Check deed restrictions and HOA rules, and get any HOA stamp.
3. Hire a contractor who is registered with the city.
4. Approve the drawings and rating data from the maker.
5. Apply for the permit, then order the units.
6. Install, take the photo set, and submit the PDF for inspection.

Skip no step. A custom unit cannot be returned if the rules change.

## Questions people ask

### Does window replacement need a permit in Southlake?

Yes. The City of Southlake's residential guidelines say, "Window replacement does require a permit." The same guideline says remodels need a permit except foundation repair, flooring, cabinets and similar finish work. Confirm details with Building Inspections.

### Can Southlake inspect a window replacement by photo?

The city's online inspections page says some residential inspections can occur by photo documentation in PDF format only. For window replacement it lists an overall photo of the house and photos of each elevation that has replaced windows.

### Does the contractor have to register with Southlake?

The guidelines say the general contractor must be registered with the City of Southlake before the building permit application. They list a $100 fee for the general contractor license. Subcontractors must be registered too, with no fee for state license holders.

### Do HOA rules matter in Southlake?

Yes, separately. The city says deed restrictions and homeowner association rules are private agreements, and the city does not enforce them. Projects in the Carillon need an approval stamp from the Carillon HOA before permit submittal.
